The present invention relates to a zero-emission magnesium hydrate regeneration recycle systme of steam-electric desulfurization equipment, which comprises the following components: an absorption tower which uses magnesium hydrate mud for contacting with exhaust gas of sulfur-containing oxide wherein for generating waste water that comprises the magnesium sulfate; a bottom ash mixing tank which receives calcium chloride solution and the waste water that comprises the magnesium sulfate for reaction wherein and generates magnesium chloride solution and calcium sulphate solution; a first separation tank which separates the magnesium chloride solution and the calcium sulphate solution; a reaction tank which receives the magnesium chloride solution and the magnesium hydrate mud for causing reaction wherein and generating calcium chloride solution and magnesium hydrate solution; a second separation tank which separates the calcium chloride solution and the magnesium hydrate solution; and a magnesium hydrate buffer tank which receives the magnesium hydrate solution and conveys back to the absorption tower.
