The terminal equipment comprises a CPU (Control Processing Unit), a PON (Passive Optical Network) interface, an NNI (Network-Network Interface) and a main control CPU, wherein the PON interface, the NNI and the main control CPU are respectively connected with the CPU. According to the method, an uplink stream classification rule of the PON interface is configured to the CPU on the cable terminal equipment so that the data is transmitted and treated by the CPU according to the stream classification rule when the PON interface receives user stream and / or service stream data; and a downlink stream classification rule of a management opening is configured to the CPU on the cable terminal equipment so that the data according with the downlink stream classification rule is transmitted by the management opening.
