The refrigerant circulating system of the invention comprises a compressor, a refrigerant stop valve, a four-way valve, a first one-way stop valve, a second one-way stop valve, a first throttling element, a second throttling element, a high-pressure liquid storage tank and a gas-liquid separator which are connected in sequence; the first secondary refrigerant loop comprises a first secondary refrigerant tank, a first secondary refrigerant pump and an indoor heat exchanger which are connected in sequence; the second secondary refrigerant loop comprises a second secondary refrigerant tank, a second secondary refrigerant pump, a cooling tower, a solar heat collector, a first secondary refrigerant stop valve, a second secondary refrigerant stop valve, a third secondary refrigerant stop valve and a fourth secondary refrigerant stop valve.
