The low phosphine corrosion and scale inhibitor contains: 2-phosphonic butane-1, 2, 4-tricarboxylic acid 10-15wt%, phosphono carboxylic acid copolymer 5-15wt%, zinc vitriol 5-15wt%, polyepoxy succinic acid 10-20 wt%, and other dispersant 2.5-30 wt%. For common medium and low hardness corrosive water and when the concentration multiple is 3-6 and added low phosphine corrosion and scale inhibitor amount is 70-90 mg/L, there are carbon steel corroding rate less than 0.075mm/a, scale inhibiting rate higher than 95%, and exhausted water reaching relevant standard.
