The method comprises the following steps of dividing a target environment image into a plurality of target area images by utilizing a clustering analysis method, and preprocessing any target area image, and determining a target sample area by using preset feature elements to extract a target sample, acquiring soil parameters of the target area, and constructing a judgment matrix according to the soil parameters, based on the judgment matrix, analyzing the soil parameters by using a single factor index method to obtain a soil quality evaluation result, comparing the soil quality evaluation result with a preset soil quality index to obtain a standard exceeding parameter and a corresponding parameter value, and inputting the standard exceeding parameters and the corresponding parameter values into a preset soil analysis model to obtain standard exceeding factors, and determining a regulation and control scheme according to the standard exceeding factors. Therefore, different soil regulation and control schemes are selected in a targeted manner according to soil texture requirements and soil characteristics of different target areas, and a good soil treatment effect is achieved.
