The LTE base station determines the time-frequency resource of the shared frequency band which can be occupied by the LTE base station according to the first resource scheduling information, and performs LAA cell scheduling on the time-frequency resource of the shared frequency band which can be occupied by the LTE base station. According to the method, dynamic sharing of spectrum resources of the LTE base station and the PDT base station is realized, and the utilization rate of the spectrum resources is improved.
