The scrambling methodcomprises the step of scrambling through a Golden sequence generator. The distribution method comprises the following steps that: S1, an Internet of Things terminal sends a first access request to aservice provider gateway; S2, the service provider gateway allocates a user ID to the Internet of Things terminal according to the access request, wherein the first access request carries a temporaryID constructed based on the scrambled user ID; and the temporary ID is composed of the ID of the index number of the uplink PCP sequence, the ID of the index number of the randomly selected time slot,a plurality of bits of data carried by the uplink access request channel and zero supplement at a high bit.
