The method comprises the following steps of: dividing the network intoa plurality of branch network regions according to a proximity principle and a whole network approximate average principle; through a load-transferred ONU and wireless node cooperative region resourceredistribution mechanism, redistributing routes for influenced service requests of a dormant region according to service priorities, and selecting a maximum weight path as a current forwarding path of the service request and a source node MAP thereof based on constraint factors; an energy consumption model of a whole network is established through calculation of on-off energy consumption EONU ofONU equipment of an optical network unit, on-off energy consumption EMAP of MAP equipment of a wireless node and forwarding energy consumption Etrans of a service request, and then network service maximization earnings are obtained in combination with a network service earning model.
