The embodiment of the invention provides an MPTCP congestion control method and device based on energy efficiency, and the method comprises the steps: for each sub-stream, determining the expected distribution proportion of a congestion window according to the round-trip time of the current transmission and a determined sub-flow rate distribution result with the maximum energy efficiency if confirmation information of the current transmission is received; and determining a second congestion window increment according to a difference value between the congestion window expected allocation proportion and the congestion window actual allocation proportion, updating the current congestion window value by combining with a first congestion window increment obtained based on an LIA algorithm, andusing the updated congestion window value for next data transmission. According to the method, adjustment of a congestion mechanism takes energy efficiency factors into consideration, part of data flow is transferred to a path with low energy consumption for transmission on the basis of guaranteeing throughput performance, the energy-saving target of equipment is achieved, and then energy consumption is remarkably reduced on the basis of guaranteeing the aggregation advantage of MPTCP.
