As for load increasing of the upstream surge chamber, water level fluctuation in the surge chamber is neutralized by means of 'increasing-stopping-increasing' stepped interval load increasing to realize quickstabilization of water level fluctuation; as for load reduction of the upstream surge chamber, water level fluctuation in the surge chamber is neutralized by means of 'reducing-stopping-reducing' stepped interval load reduction to realize stabilization of water level fluctuation. The method is simple in operation, the water level fluctuation in the surge chamber can be quickly stabilized to improve stability in operation of a unit, and the service life of the unit is prolonged without increasing any operating cost. The method is generally applicable to long water conveyance system stations including long diversion tunnel or long tailrace tunnel power stations. The method is high in safety and reliability, and automatic control and regulation can be realized by adoption of modern monitoringand intelligent regulation techniques.
