The method comprises the following steps: receiving a frequency spectrum userequest sent by an Internet of things terminal; searching register information having a same or similar position as the Internet of things terminal and a same or similar frequency spectrum as a request frequency spectrum in pre-registered used frequency spectrums and register information of positions of the frequency spectrums; determining data transmission quality under coexistence of the position and the frequency spectrum in the register information and the position and the frequency in the request; and when the data transmission quality is less than a predetermined value, refusing a frequency spectrum use request. Therefore, the possibility of affecting the data transmission by an accessed Internet of things terminal is reduced, and the reliability of the data transmission of the Internet of things terminal is improved.
