The cosmetic composition is prepared from the following components in percentage by mass: 1.0-3.0% of nicotinamide, 1.0-4.0% of a whitening compound, 0.5-1.5% of an orange peel extract, 0.1-0.5% of arbutin and 91.0-97.4% of a cosmetic auxiliary material matrix. According to the cosmetic composition, due to the adoption of the components, the phenomenon that the skin suddenly receives a negative feedback signal, such as melanin is reduced and a lot of the melanin needs to be produced due to the fact that a signal of a certain whitening node is suddenly enhanced can be avoided. The invention further discloses a cosmetic with the synergistic whitening effect. According to the cosmetic composition and the cosmetic, the raw materials with the synergistic effect are carefully selected for all whitening nodes, so that the tyrosinase activity can be inhibited, the melanin metastasis can be inhibited, the skincolor can be brightened, in addition, the synergistic effect on all the nodes in a whitening path can also be achieved, and therefore the safe, effective and stable whitening effect can be achieved finally.
