The foundation of a reservoir, in accordance with a cushion method, is compacted in layers; an impervious layer, from bottom to top, includes a sodium bentonite blanket (3) and a geomembrane (4); a reinforced cushion layer, which is high in intensity, is constituted by the impervious layer and a lime clay cushion layer (2); an anchoring ditch (5) is formed in the slope bottom of reservoir outer side slope (12), and a ballasting ditch (6) is arranged in the slope bottom of an inner side slope (13); the stability and bearing capacity of the reservoir side slopes are further enhanced via the anchoring ditch (5) and the ballasting ditch (6) in two sides of a dam body, so that the generation ofair pockets from the reservoir bottom geomembrane (4) is avoided; through complete coverage of the dam body geomembrane (4), loess collapse, due to the influence of external environment, in a reservoir body can be prevented; various water pipes are pre-buried in a civil construction period; and in a stage of paving the geomembrane (4), the water pipes are subjected to hot-melt soldering with the geomembrane (4), so that sealing quality on connectors and water feeding and drainage functions of the water reservoirs can be guaranteed.
