The system comprises a raw water tank, an SBR reaction tank, a control device and an aeration device, wherein a lifting pump is arranged between the raw water tank and the SBR reaction tank; both the aeration device and the lifting pump are electrically connected with the control device; the control device comprises a PLC (Programmable Logic Controller) control unit as well as an oxygen uptake rate OUR tester, an oxygen transfer efficiency OTE tester and a DO (Dissolved Oxygen) tester which are electrically connected with the PLC control unit; the oxygen uptake rate OUR tester, the oxygen transfer efficiency OTE tester and the DO tester are all arranged inside the SBR reaction tank.
