The hydraulic driving gear-type water turbine is of a master-slave double-gear structure, and a constant gap is set between two gears constituting the master-slave double-gear structure. The foam rotor pump is of a master-slave double-rotor structure, and a constant gap is set between two rotors constituting the master-slave double-rotor structure. A main rotating shaft connected with a driving gear in the hydraulic driving gear-type water turbine forms the driving output shaft to be connected with a main rotating shaft in the foam rotor pump.
