The steps of the method are as follows: fragmenting a data frame involved in TC framing according to a self-developed algorithm, so as to obtain a data frame involved in the fragmentation; after a GEM frame header is added to the data frame involved in the fragmentation, packaging same into a GEM frame; and calculating the length of an idle frame according to the self-developed algorithm when the idle frame needs to be inserted. The present invention can dynamically control the framing of data frames and the insertion of the idle frames, the framing probability of the data frames can be increased as much as possible, and the insertion of idle frames can be reduced to the greatest extent, while guaranteeing a constant linear rate of the TC framing, thereby improving the throughput and QOS of the entire PON system.
