The method comprise the steps: calculating the maximum distance of a mutual coincidence function frequency axis of a Costas signal; setting the strict orthogonality requirement of the Costas signal between different transmitting bases and the loose orthogonality requirement of the Costas signal in the same transmitting base; calculating a maximum mutual coincidence function matrix of all M-order Costas sequences; calculating a maximum mutual coincidence point number of Costas sequences in the transmitting bases and a maximum mutual coincidence point number of Costas sequences between the transmitting bases; selecting N groups of orthogonal Costas sequence sets from the Costas sequences and allocating the orthogonal Costas sequence sets to all the transmitting bases; adjusting system parameters, generating a suitable number of orthogonal NFM signals, and allocating the orthogonal NFM signals to all the transmitting bases; modulating the Costas sequences with the NFM signals, and calling all obtained detection signals by modulating as multi-base sonar low interception multi-access resolution signals.
