A smoke outlet of the boiler is connected with the waste heat exchanger through a first smoke pipe. A second smoke pipe is connected to the position of an outlet of the waste heat exchanger. The second smoke pipe is provided with an energy saver which is connected with a water supply pump through a water inlet. A steam outlet is further formed in the top of the waste heat exchanger. The first smoke pipe is further connected with a first booster pump through a branch pipe. The second smoke pipe is further connected with a second booster pump through a branched pipe. The waste heat exchanger comprises a smoke flue and an S-shaped pipe fixedly installed in the smoke flue. Smoke discharge sheets are installed between every two adjacent vertical sections of the S-shaped pipe, and the multiple smoke discharge sheets are arranged at intervals in an up-and-down mode. Each smoke discharge sheet comprises two smoke discharge loops which are arranged on the corresponding vertical section in a sleeving mode. Each smoke discharge loop is provided with filter holes.
