The burner generates a first public key and a first private key by using a predetermined generating algorithm. The server generates a second public key and a second private key by using the predetermined generating algorithm. The burner acquires the second public key, performs key negotiation according to the first private key and the second public key, and programs an obtained shared key and the first public key to the SCM. The SCM encrypts the plaintext data with the shared key, and sends an obtained cryptograph and the first public key to the server. The server performs key negotiation according to the first public key and the second private key, and decrypts the cryptograph by using the obtained shared key. The data encryption system, method and apparatus solve a problem that the storage capacity of the server is highly required when the number of the SCMs is very large, and achieve an effect of greatly reducing the requirement for the storage capacity of the server while ensuring the security of the data.
