The mesoporous modified polyurethane resin comprises the following raw material components: a precursor, a silane coupling agent, phosphorous acid, 2-(2'-hydroxy-5'-methylphenyl)benzotriazole, a novel flame retardant, diphenylmethane diisocyanate, ethylene glycol, 1,4-butanediol, polyester dihydric alcohol, toluene, N, N-dimethylformamide, a catalyst, methanol and ammonium bicarbonate, wherein the precursor is prepared from ammonium silicate, triethylene tetramine and a zinc ammonia complex through reaction, wherein the zinc ammonia complex is prepared from zinc sulfate, ammonia gas and reaction through reaction, and the novel flame retardant is prepared from oxalic acid, water and urea.
