A transmitting and receiving scanner is a dual-rotation laser transmitting and receiving scanner; the dual-rotation laser transmitting and receiving scanner includes a base and a rotation body of a transmitting window and a receiving window, wherein the rotation body is mounted on the base; the upper part of the rotation body is provided with a laser generator, a lens group and a reflector; the emergent light path of the reflector is aligned with the transmitting window; the back surface of the reflector is provided with a motor with a cam which cam drive the reflector to swing, so that the light path can carry out sector-shaped scanning; the lower part of the rotation body is provided with a laser receiving device; a conical reflector is installed at the receiving window; and reflected laser is reflected to a laser receiving probe through the conical reflector.
