The signaling storm management method includes the steps: receiving the warning information, the performance index measured value and the real time traffic for each network element device; aiming at the received various information and performance indexes, according to a preset signaling storm judgment rule, calculating the signaling storm area and the risk grade of the network element devices; by means of the mapping relation between the prestored network element devices and a cell, mapping the signaling storm area and the risk grade, obtained through calculation, of each network element device, into the signaling storm area and the risk grade of the cell managed by the corresponding device; notifying the PCRF (Policy and Charging Rule Function) to generate a corresponding control strategy, so that identification of the signaling storm can be realized and the area where the signaling storm occurs and the risk degree can be accurately determined; and besides, the identification is provided with certain predictability so that the basis about how to cope with the signaling storm can be provided within the shortest time.
