The rope collecting and releasing device disclosed by the invention is a general device which can perform rope collecting and rope straining on space nets or space flying claws and can perform subsequently rope releasing on the space nets or the space flying claws, after the multiple space nets or the multiple space flying claws are sequentially transmitted and released, in particular to a device suitable for cleaning space fragments which can operate rope collecting and releasing on the subsequent space flying claws after the multiple space nets or the multiple space flying claws are transmitted and released.
