The invention discloses a data service switching apparatus and method. The apparatus comprises a network signal monitoring module and a data service switch module. The network signal monitoring module is used for monitoring network signal intensities of a master card and an auxiliary card. The data service switch module is used for executing a switching operation of data services according to the network signal intensities of the master card and the auxiliary card; and when a phone card that carries out processing on data services currently serves as the master card and the network signal of the master card is weak and the network signal of the auxiliary card is strong, the phone card that carries out processing on data services is switched into one as the auxiliary card. According to the data service switching apparatus, the network signal intensities of the master card and the auxiliary card are monitored and data service switching is carried out actively and timely according to the network signal intensity changes of the master card and the auxiliary card. Therefore, a phenomenon that a switching operation can not be carried out passively until the data service is stopped can be avoided; seamless switching of the data services is realized; continuity of the data services is guaranteed; and the networking experience is improved.
