For the problems that regional power grid frequency-modulation units are various in types and large in regulation performance difference, the regulating characteristic differences of automatic generation control (AGC) regulating units are fully considered, so that a dynamic grouping coordinated control strategy based on regulation performance consistency analysis is provided. Through screening and marshalling the units with relatively consistent regulating characteristics, the regulating tasks of different time scales are assumed according to the difference of the regulation performance, so that the frequency modulation resources of the power grid are effectively utilized; and coordinated and optimal regulation and control of the frequency modulation resources are realized.
