The method is that the video is divided into three types, namely, moving time piece, static time piece, and discontinuous moving time piece; the moving time piece contains more usable information and the frame can be extracted at relatively small intervals; the static time piece contains less usable information and the frame can be extracted at large intervals; the discontinuous moving time piece possibly contains important information and the frame containing the moving objects is pumped. According to the core technology, the monitoring video is divided into the time pieces of the three types, different frame extracting strategies are performed for the pieces of different types, and therefore, more usable information can remained while the quantity of the monitoring video frames is greatly decreased.
