The open type refrigerating and dehumidifying air conditioning system comprises a refrigerating system, a dehumidifying system and a fresh air system. Fresh air from the outside of a room sequentially passes through the refrigerating system and the dehumidifying system, and then is sent to the inside of the room. The dehumidifying system comprises a dehumidifying loop formed by connecting a generator, a concentrated solution container, a dehumidifier and a cooler. The dehumidifying system further comprises a solar heater. The refrigerating system comprises an evaporator. An inlet of the evaporator is connected with a refrigerant solution supplying pipeline. An outlet of the evaporator is connected with the cooler, and then is connected with the dehumidifier. The fresh air system comprises a heat exchanger. The heat exchanger is provided with an air inlet and an air outlet. The air outlet is connected with a fresh air inlet of the dehumidifier. The air sequentially passes through the heat exchanger and the dehumidifier, and then is sent to the inside of the room through a fresh air outlet. Two fluid connectors of the heat exchanger are communicated with the evaporator. By means of the solution circulation, the dehumidification is achieved and the energy consumption is decreased. The cooling capacity of chilled water from the outlet of the evaporator is reasonably utilized, so that the dehumidifying effect is more prominent.
