The system comprises a seawater desalination unit, a pumped storage unit, a water storage pool, an energy conversion device, a pretreatment pool and related pipes. The pretreatment pool is respectively connected to water inlet pipes of the pumped storage unit and the seawater desalination unit. A water outlet pipe of the pumped storage unit is communicated with the water storage pool. The water storage pool, the energy conversion device and the seawater desalination unit are coupled. A water return pipe of the energy conversion device is communicated with the pretreatment pool. The seawater desalination unit is driven by mechanical energy provided by a wind turbine and a hydraulic turbine so that stable fresh water output is guaranteed, and the pumped storage unit and the seawater desalination unit can be reasonably combined according to practical situation.
