When indicators of image quality of the current video information are beyond a preset range, historical video information of the video monitoring equipment is acquired through the video monitoring service server, and a reference value is calculated on the base of the historical video information. Judging whether the indicators of the image quality of the current video information are within the allowable range of the reference value or not, if the indicators of the image quality of the current video information are beyond the allowable range, the quality measuring server sends warning information of abnormal video quality to a quality management server.
