The method comprises: acquiring a dynamic temporary code number according to a UICC activating request of users, wherein the UICC activating request comprises an international mobile subscriber recognition code international mobile subscriber identify (IMSI) and eUICC identification code eUICCID corresponding to eUICC to be activated; correlating the IMSI and the dynamic temporary number, and sending successful opening information comprising the dynamic temporary code number to terminals provided with the eUICC to be activated to enable the terminals to utilize the IMSI and the dynamic temporary code number to access to an operator network; receiving a code number releasing request comprising the dynamic temporary code number sent by a UICC remote management platform after receiving successful opening information sent by the terminals; and releasing the dynamic temporary code number according to the code number releasing request.
