The treatment method comprise the following specific steps that long plastic drain boards are arranged in a beating manner before a pumping filling soil layer is formed in the deep layer treatment region; the heights of the long plastic drain boards are greater than the elevation of the pumping filling soil layer; then the pumping filling soil is formed; short plastic drain boards are arranged in a beating manner in the non-deep layer treatment region; and finally vacuum preloading is conducted in a large area in a partitioning manner. The treatment method has the advantages that treatment is finished by one step; pumping filling soil can be used as a load for accelerating consolidation settlement of the soft soil layer in the deep part during the pumping filling period; the construction period is saved; the manufacturing cost is lowered; and waste due to the conventional multistep and repeated treatment is reduced.
