A device designed with the method structurally comprises an agricultural tractor, a straw packing machine, an automatic sprinkling device for straw ensiling fermentation liquor and a film covering machine. According to the growth characteristics of the rice and the wheat, the rice and the wheat are harvested in time in the later fructifying and grouting period of the rice and the wheat; the generated straw is collected and covered with the film by the device in 3-5 days; when the straw is collected, the agricultural tractor is operated in field to drive the straw packing machine to collect the straws; meanwhile, the automatic sprinkling device for straw ensiling fermentation liquor sprays and inoculates the fermentation liquor to a straw bundle which is gradually largened in the packing machine via a straw packing machine fermentation liquor feeding hole; when the diameter of the straw bundle is 50cm, the straw bundle is bundled and is fed out from a straw bale feeding hole; after being fed out, the straw bundle is transported to a storage place in 2-3 hours; the film covering machine is used for covering the film on the straw bundle for sealing, ensiling and fermenting; and the straw bundle is used as the ensiling feed of grass-feeding livestock.
