The system comprises a core vessel, a universal behavior module, a bottom layer control engine and a public open platform. Universal game behaviors defined by a system according to predefined competition rules are pre-stored in the core vessel, and the universal behavior module is used for correspondingly providing the universal game behaviors stored in the core vessel for players to enable the players to selectively perform user-defined compiling of at least one of the provided universal game behaviors according to own applications. The bottom layer control engine is used for controlling next states of individual intelligent behaviors and the universal game behaviors, wherein the individual intelligent behaviors at least include a behavior obtained in a way that the players perform user-defined compiling of the universal game behaviors and a behavior which is executable data in a game and obtained by conversion of the universal game behaviors and conversion of the behavior obtained in the way that the players perform user-defined compiling of the universal game behaviors.
