The double-ring web type cutter head comprises an inner cutter head and an outer cutter head, wherein a central circular opening is formed at the center of the inner cutter head and is used for arranging a central conical excavating cutter and a central cutter; the inner cutter head is composed of three symmetrical structures comprising three main spokes and three wide beams, which are symmetrically distributed; one wide beam is arranged between each two main spokes; an opening is arranged in the middle of each wide beam; inner sides between the main spokes and the wide beams are connected through a connecting box body respectively and outer sides are connected through a connecting rib respectively; and the openings in the middles of the wide beams are connected through an inner connecting rib (7). The double-ring web type cutter head can prevent forming of a mud cake and meets the requirements of structural strength; moreover, earth loss is prevented; and the double-ring web type cutter head has large openings of the spokes and also has the strong supporting of a panel.
