A combination mode includes that a joint force output shaft of the water turbine and the auxiliary motor is connected with a transmission shaft, the auxiliary motor also can be combined with an output shaft of the water turbine by a belt pulley or a gear train and then a combination of the auxiliary motor and the output shaft of the water turbine is connected with the transmission shaft, the transmission shaft is connected with a speed reducer, and the speed reducer is connected with a fan. A water inlet of the water turbine is connected with a water feeding pipeline of the cooling tower, a water outlet of the water turbine is connected with a drain pipeline, and the drain pipeline is connected with a water distributing system of the cooling tower and provided with a bypass pipe.
