The method comprises the following steps of: acquiring (temporary block flow) TBF statistical data of a cell; determining the data traffic bandwidth demand of the cell according to the acquired TBF statistical data; acquiring the statistical data on the proportion of each encoding mode used by a data packet transmitted by the cell and the statistical data of a data retransmission rate; determining the single time slot bandwidth of the cell according to the acquired statistical data on the proportionof each encoding mode and the retransmission rate; and distributing packet data channels (PDCHs) for the cell according to the quantity of the data packet channels (PDCHs) determined according to thedata traffic bandwidth demand and the single time slot bandwidth. By adopting the method, the data traffic bandwidth demand on a cell level can be predicted accurately according to the TBF statistical data, so as to accurately predict the quantity of the wireless channels required by the data traffic of the cell and improve the utilization ratio of radio resources.
