When an evolved Node B (eNB) determines a target cell to admit one of a plurality of working frequency points of user equipment, a switching command containing frequency point information admitted by the target cell is transmitted to the UE through a source eNB and carrier resources satisfying the required quality of service (QoS) of the UE are reserved for the UE; and after the UE accesses to the target cell according to the frequency point information in the switching command by using the frequency point admitted by the target cell, a target eNB schedules the data transmission of the UE on the carrier resources reserved for the UE. Thereby, the switching of the UE from a source cell to the target cell under the multi-carrier system is realized, and if the carrier resources which are reserved by the eNB for the UE and satisfy the required QoS are multi-carrier resources, the switching of the UE from multi-carrier to multi-carrier can be realized.
