This invention also provides an ISP internet border device including a multicast parameter setting module, a transfer module, a negotiation module, a multicast service tunnel set-up module and a multicast neighbour relation module, in which, the new IPv6 device can be connected to the current IPv4 network at any time without updating the current IPv4 core network.
