The multi-functional rope release device comprises a motor, winding drums or rotating shafts, and descent control devices, wherein the motor, the winding drums or the rotating shafts, and the descent control devices are arranged on a roof layer or a refuge layer or an upper floor; the motor can drive the winding drumsor the rotating shafts to rotate through a transmission mechanism; circular rings are arranged on the winding drums or the rotating shafts in a sleeving manner; blocking surfaces are arranged on the circular rings; blocking parts are arranged on the winding drums or the rotating shafts; the descent control devices are arranged on the circular rings; after extending out of the descent control devices, slow descent ropes of the descent control devices are wound on the winding drums or the rotating shafts and extend out of the winding drums or the rotating shafts; and a cable connected with the motor downwards extends to the lower part or the outer part of the building and is connected with a power source through an electric control system.
