Thus, certain embodiments can help a public safety network (PSN) to be fast, reliable, and secure, despite lack of network coverage, lack of network resources, or any type of network failure. In certain embodiments, the group call users establish D2D clusters and only the D2D cluster head CH keeps an active uplink radio bearer (RB) towards the network for possible uplink voice stream transmission when one of the cluster members speaks. Thus, certain embodiments dynamically configure the UE for reference signal transmission and for monitoring the reference signal to setup the cluster based on involvement of the group call.

The method can also include controlling device-to-device cluster establishing for the at least one user equipment based on at least one reference signal.
