The method includes steps: when system over loading occurs, base station obtains current transmission power in each forward service channel; collecting parameters of reflecting quality of wireless link, and dividing link of each forward service channel into several levels based on the quality; the better of quality, the higher level is; based on the level of link of each forward service channel, setting up upper limit of transmission power for each channel, the higher level of the link, the larger difference between upper limit of transmission power and current transmission power will be setup. Thus, when system over loading occurs, the method guarantees normal telephony for better link first. Releasing bad link to moderate over loading situation effectively, the method lowers system rate of call failure.
