The device comprises a ship body; the raising and turning device is connected with the ship body; the adsorption device comprises an adsorption bin, a mechanical arm and a water-gas dual-purpose pump; the water-gas dual-purpose pump is arranged on the ship body; one end of the mechanical arm is connected with the adsorption bin, and the other end of the mechanical arm is connected with the water-gas dual-purpose pump; a communicating hose is arranged in the mechanical arm; a flow meter is arranged in the communicating hose; a filter screen is arranged in the adsorption bin; the separation and collection device comprises a centrifugal device, a sampling device and a master console; and the control system is used for controlling the ship body, the raising device, the adsorption device and the separation and collection device.
