A CPM system for controlling an ecpc value comprises a receiving module used for receiving a DSP advertisement request and obtaining feature data of a target user; a screening module used for screening out corresponding to-be-delivered advertisements from the deliverable advertisements according to the feature data; a machine learning module used for learning historical data of advertisement delivery so as to obtain a predicted CTR; wherein the historical data is stored in a delivery record database; a control module used for calculating a CPM according to the ecpc and the predicted CTR, comparing the CPM with a set bid so as to control a final bid, and sorting the plurality of to-be-delivered advertisements according to the final bid;a a delivery module is used for bidding according to the highest one of the final bids determined by the control module and sending advertisement content according to a feedback condition; and a recording module used for recording the advertisement delivery condition and updating the advertisement delivery record database. According to the invention, ecpc can also be ensured in a CPM mode.
