The water heater comprises the double-stage ultraviolet sterilization heat pool device. According to the double-stage ultraviolet sterilization heat pool device and the water heater disclosed by the invention, a double-stage ultraviolet sterilization device is arranged in the heat pool, so that emitting strength of an ultraviolet lamp can be regulated in a self-adaptive mode according to the size of a water flow, and thus, self-adaptive dynamic sterilization is realized. A diffuse cavity is arranged on the bottom of the heat pool water inlet tube, and water outlets are formed in the heat pool water outlet tube in a layered mode, so that water in the heat pool device flows out after being sufficiently mixed, and thus, the purpose of reducing water temperature fluctuation is achieved.
