According to the double-stage ultraviolet sterilization heat pool device and the water heater disclosed by the invention, a double-stage ultraviolet sterilization device is arranged in the heat pool, so that emitting strength of an ultraviolet lamp can be regulated in a self-adaptive mode according to the size of a water flow, and thus, self-adaptive dynamic sterilization is realized.
