The method comprises the steps of obtaining a target air temperature data sequence of a month to be evaluated and a corresponding historical air temperature data sequence; carrying out piecewise linear fitting on the target air temperature data sequence to obtain an optimal fitting function, calculating the air temperatureload sensitivity of the optimal fitting function in each preset temperature interval, and then calculating the daily air temperature influence quantity sequence of the month to be assessed; calculating the total air temperature influence electric quantity of the month to be evaluated according to the daily air temperature influence quantity sequence and the influence hours; and performing calculating to obtain the actual power utilization growth rate of the month to be evaluated by removing the influence of the total air temperature on the actual power consumption.
