The management subsystem can realize standardized management of a large number of RSUs based on registration identifiers, serial numbers and target mapping relationships created during RSU registration. The method comprises the steps that themanagement subsystem receives a target registration request sent by the V2X message access gateway; when it is determined that the IMEI carried by the target registration request is legal, a serial number is created corresponding to the IMEI, and the target mapping relationship used for indicating a corresponding relationship between the IMEI and the serial number is generated; a target registration response is sent to the V2X message access gateway; and a management instruction is sent to the V2X message access gateway. The management instruction is at least any one selected from a parameterconfiguration instruction, a parameter extraction instruction, an information reporting strategy instruction, a remote control instruction and a remote upgrading instruction; and the second RSU is any one of the first RSUs.
