The method comprises steps of determining transmission power changes in tie lines of different regions of an interconnected power grid, and determining frequency changes of the hydroelectric generatingset according to the transmission power changes; determining a hydroelectric generating set speed regulation system load frequency response coefficient of the hydroelectric generating set speed regulation system after primary frequency modulation according to the frequency change of the hydroelectric generating set; adding a frequency modulation power correction value to a frequency modulation power preset value of secondary frequency modulation of the hydroelectric generating set speed regulation system, and performing secondary frequency modulation; determining whether the frequency modulation power of the secondary frequency modulation counteracts the frequency modulation power of the primary frequency modulation, and whether the frequency deviation of the hydroelectric generating set after the secondary frequency modulation is finished is 0; and converting an AGC power closed-loop control chart to obtain a corrected AGC power closed-loop regulation improved chart, and carrying outAGC control.
