The method includes the steps of firstly, obtaining the disaster-prevention warning information from the disaster monitoring system through the CTC system; secondly, displaying a disaster prevention alarm, wherein it is ensured that disaster prevention data is visually and accurately displayed in a scheduling terminal through a visual means, historical alarm data is inquired about,and meanwhile operations are performed on a disaster prevention monitoring interface to automatically generate a speed limiting command function; thirdly, performing automatic matching on a high-speedrail in an affected area according to the disaster prevention alarm detailed information; and fourthly, automatically generating a speed limiting command according to the disaster prevention alarm detailed information, and automatically generating a speed limiting cancel command after alarm cancel information is received.
