The plant and microbe composite pesticide comprises, by weight, a plant component composed of 20 to 50 parts of tobacco leaf, 4 to 10 parts of cephalotaxus fortunei, and 4 to 10 parts of Aztec marigold; a bacterium solution composed of 0.1 to 0.5 part of paecilomyces varioti bacterium solution, 0.1 to 0.5 part of Aschersonia bacterium solution, 0.5 to 1.5 parts of insecticidal bacteria qingchongjun solution, and 0.5 to 1.5 parts of Bacillus sphaericus solution; and 40 to 80 parts of water. The preparation method comprises following steps: fungus and bacteria are subjected to independent culture and breeding to prepare the bacterium solution; the plant raw materials are subjected to treatmentincluding washing and crushing; the plant raw materials are introduced into a fermentation tank, and the fermentation tank is inoculated with the bacterium solution for fermentation;and after fermentation, filtering is carried out so as to obtain the plant and microbe composite pesticide.
