The monitoring device comprises an underground water monitoring well dug downwardly along the ground in a monitored area, wherein water permeation holes are uniformly distributed at the bottom of the underground watermonitoring well; the water permeation holes and the well wall below the water permeation holes are firstly wrapped by a layer of geotechnical cloth, and are then sequentially wrapped by fine sand, medium sand and coarse sand from inside to outside; a throw-in type liquid level transmitter, through which water level change signals can be monitored, is placed into the underground water monitoring well and connected with a data acquisition module; the data acquisition module transmits data to an environment monitoring cloud platform through a GPRS wireless transmission module; and the environment monitoring cloud platform sends the water demand situation of the broken root tillering of the Populus euphratica forest to mobile equipment through short messages.
